A 22 year old vineyard worker called 111 and claimed he had been raped. Police responding found him on the Picton foreshore, drunk, and with a cannabis pipe and a knife.
Blenheim police Constable, Michelle Stagg the Marlborough Express the man would appear in Blenheim District Court today. He is charged with possession of a cannabis pipe, possession of a knife in a public place, breaching the liquor ban, and misuse of a telephone.
Comment: It's interesting that he isn't charged with something akin to filing a false police report.

Drunk Teen Makes Fake Rape Report
Drunk and underaged? Nothing else to do? Why not call 911 and report you've been raped?
According to police, that's exactly what William Seebold, 18, did this last Thursday night.
When the police showed up at the scene, however, there was Seebold and another man hanging out. Seebold admitted he was drunk and just playing around. He stated he had drunk four shots and had nowhere to go for the night.
Police determined he was intoxicated based on the alcohol odor and his bloodshot eyes (I would assume his admitting he had drunk four shots didn't hurt), and that he was a danger to himself. He was arrested and charged with alcohol intoxication.
Just a harmless prank . . . unless it had resulted in the police targeting an innocent person.

Terri Sproul, who made false rape claim caught trying to cover up her lies on Facebook
If you needed help for a drug and alcohol addiction, where would you turn? AA? A hotline for addicts? A rehab center? Would you think that saying you had been raped would be an effective strategy?
Terri Sproul did. Why? Because she had a falling out with her parents over her £300 a day habit. It seems that she had gone to a drug and alcohol fueled party, where she was seen snorting cocaine. There, she met a man that she later had consensual sex with.
Later, it was reported to the police that she had been raped. Who reported it, is unknown. But it appears to be tied in to the fallout with her parents.
She maintained this lie for six weeks, wasting almost 200 hours of police time. Thankfully, no one was arrested, or even brought in for questioning. Her lie however, unraveled when police found a comment she posted on Facebook in which she asked the man she had met at that party:

Samantha Rager pleads guilty to false claim of rape
LISBON - A woman accused of making false rape accusations at a party pleaded guilty to one count of falsification before Judge Mark Frost Thursday in Columbiana County Municipal Court.
Samantha Rager, 25, of Boardman, had been charged with two counts of falsification after she repeated her story at least twice during interviews with deputies. The second count was dismissed.
Rager had been charged after making claims that a man ripped off her clothes and raped her during a party at a county residence last month.
According to court documents, multiple witnesses alleged Rager had voluntarily engaged in acts of nudity, numerous lap dances and other suggestive behavior during the party.
According to Assistant County Prosecutor Don Humphreys, Detective Sgt. Steve Walker, who led the investigation into the case, was less concerned with Rager serving jail time than he was with her making an acknowledgment she had made the false statements.
Defense attorney Eric Kibler said the events of that night were "very hazy in the mind of my client."
Rager, who appeared in a pink jogging suit with matching pink ponytail, told Judge Frost she had been drinking, but knew she had not drank that much. Judge Frost questioned if she thought she had been drugged, to which she responded affirmatively.
Humphreys pointed out a false accusation of rape is serious not only for investigators but for the person against whom the allegations are made. The man accused reportedly was questioned at length, but not charged.
"Ample evidence would suggest anything but innocent participation to the party," Humphreys said, adding. "I understand anyone can be raped" but misstatements by Rager affected the detective's ability to investigate what happened.
Kibler said he had the opportunity to read all the statements and did not see Rager use the word "rape" in her statements. Instead, he saw "very hazy recollections of events and maybe shadowy interpretations."
Rager was fined $250 and ordered to perform 50 hours community service.

False sexual assault leads to other charges
Two women, both of whom are underage, supplied alcohol to a group of kids under 14.
It all started when someone called to report a sexual assault, that police subsequently determined never happened.
Brianda Lopez was arrested, but it appears, based on the article, that Lauren Berry is still being sought. The odd thing here is that ten juveniles were arrested as well and charged with various offenses.

Santa Rosa woman accused of false rape report
A Santa Rosa woman charged with filing a false report after she claimed she was drugged and raped by a police officer and others is fighting the allegation in court.
Danielle Charter, 24, faces up to six months in jail if prosecutors can prove she knowingly lied about the litany of assaults she said she suffered after being arrested for public drunkenness by Santa Rosa officers.
The rare criminal charge was filed after an investigation by the Sonoma County Sheriff’s Office concluded that her claims, laid out in a graphic detail in a 23-page statement, were baseless.
“Any time someone makes false allegations, it’s doing a disservice to all true victims out there,” said Capt. Matt McCaffrey, a sheriff’s office spokesman.
Her attorney, Santa Rosa women’s rights activist Tanya Brannan, said Charter stands by the story and will appeal any conviction to a higher court. She accused prosecutors of bringing the charges to intimidate Charter.
“This is retaliatory prosecution, pure and simple,” Brannan said in a court hearing last week.
Prosecutors and law enforcement said they chose to file against Charter because they believe her claims are bogus and undermine laws intended to protect women.
The case stems from Charter’s Nov. 30, 2009, arrest after midnight near her apartment on Occidental Circle in west Santa Rosa.
In her statement, she admitted to being drunk and fighting with her boyfriend, whom she had misled into believing that she had swallowed 20 over-the-counter sleeping pills.
After she cut her boyfriend’s hand with scissors and fell down stairs, he called the police and she fled into the cold night on foot, dressed in a tank-top and drawstring pants, she said.
Moments later, she was stopped by two officers who confirmed her identity and detained her. A third officer handcuffed Charter and placed her in the back of his patrol car, she said.
Charter said she lapsed in and out of consciousness, but described being driven somewhere by the officer, injected with drugs and raped by a number of men who paid the officer to have sex with her.
At some point, the men turned on the officer and took back their money, she wrote in the statement.
Charter wrote that near the end of the ordeal, she was beaten, told she had been infected with AIDS and photographed naked, and was visited by one of the two original officers, who also raped her. Charter was then driven to the Main Adult Detention Center and booked.
Two weeks after her arrest she reported her account to authorities.
The Press Democrat is not using the officers names because they are not charged with, or being investigated for, a potential criminal offense.
A key issue is the amount of time that passed between when Charter was arrested and jailed.
Her lawyer said she was booked into the county jail more than two hours after police arrived at Occidental Circle and that police are unable to account for their whereabouts at certain times.
The investigation by Sgt. Cecile Focha, a detective in the sheriff’s sexual assault unit, concluded that Charter was admitted to the jail seven minutes after officers left the scene at Occidental Court.
A GPS device in the officer’s car indicated the trip occurred from 12:58 a.m. to 1:05 a.m. and followed a direct route from Charter’s home to the jail, the investigation found.
“There are only so many things that can take place in that period of time,” McCaffrey said. The criminal charge was recommended because of the seriousness of the claims that “we could show were completely manufactured,” he said.
“We do not want to deter anyone from reporting criminal misconduct,” District Attorney Jill Ravitch said. “On other hand, you need to hold people accountable if they are indeed misrepresenting the truth.”
Charter contends she is being punished for speaking out. This week, her lawyer sought GPS records, any video recordings of the incident and personnel files of the officers. Judge Shelly Averill denied the last request and set the next hearing for April 19.
Brannan said she’s prepared to argue Charter’s story is true. If nothing else, she said, Charter was drugged and lacked the state of mind to deliberately falsify a report.
“We’re going to take this as far as it needs to be taken until there are no charges against Danielle Charter,” Brannan said.

Crime Alert Update: False report of sexual assault
In the following report, I intentionally left out about 3/4 of the article. Simply because the information has nothing to do with the false report, and once again, undermines the reporting of the false claim.
BLACKSBURG, Va., April 6, 2011 – Update: On Monday April 4, 2011 the Virginia Tech Police Department issued a Crime Alert to the Virginia Tech community, noting that a sexual assault had been reported during a concert in Burruss Hall on Sunday, April 3.
The alleged victim, while attending the concert, had been confronted by Virginia Tech Police officers regarding her apparent state of intoxication. While officers were removing the person from the concert, she reported that she had been sexually assaulted. “It plays into what a lot of people think about sexual assault already,” Underwood said. She also expressed concern that “future victims may be less likely to report (sexual assault).”
Underwood noted the high rate of underreporting in cases of sexual assault, estimating that 95 percent of cases are not reported to any local agency.
A 2005 National Institute of Justice and Department of Justice report showed approximately 35 out of every 1,000 female college students are victims of sexual assault.
With 12,138 female students, Tech could see as many as 425 sexual assault cases in a single school year.
Underwood said the Women’s Center has worked with 24 sexual assault victims since July 1, 2010.
“We’d hope the campus dialogue will focus on how we can get people who are sexually assaulted and aren’t telling anybody to get the help that they need,” Underwood said.
